LTC Delgado is a native of Caguas, Puerto Rico. He graduated from Jose Gautier-Benitez High School in 1982. He possesses a Cum Laude Bachelor of Arts degree in Political Science with a minor in Military Science from University of Puerto Rico, Rio Piedras’ Campus. He is also a graduate of Southwestern Assemblies of God University with a Masters of Arts in Theological Studies with minors in Bible and New Testament.
LTC Delgado’s military experience spans over 30 years of exceptional service. He first enlisted in the U.S. Army Reserve as a Light Wheel Vehicle Mechanic, in January 1987, and served for a short time before his enrollment in the US Army Reserve Officer Training Corps as a Simultaneous Membership Program Cadet. He entered the Regular Army as Second Lieutenant in Aug 1989, into the Field Artillery Branch. His first assignment was at Fort Hood, Texas with 3rd Battalion, 82nd Field Artillery Regiment as Company Fire Support Officer in support of Task Force 1-5 CAV, 1st Cavalry Division during Operations Desert Shield, Desert Storm, and Kuwait Restoration, from September 1990 to April 1991. After returning from Southwest Asia, he served in positions such as Battery Fire Direction Officer, and Battalion Fire Support Officer. After a break from Active Component Service, he joined the US Army Reserve, from 1996 to 2009. He served as Company Commander for the HHC 2nd Simulation Exercise Group, Fort Sill, OK; Assistant Operations Officer and Expert Staff Observer Controller-Trainer for 1st Brigade, 75 Training Support Division, Houston, TX; Operations Officer for 3rd Battalion, 381st Regiment, 120th Infantry Brigade, 1st Army, Fort Hood, TX. LTC Delgado returned to the Active Component Service in Oct 2010, this time as a Simulations Operations Officer. He has served as Chief of Exercises for the III Armored Corps, Fort Hood TX; CJ37 for the ISAF Joint Command, Kabul, AF; Executive Officer and Senior Test Officer for the Integrated Test and Evaluation Directorate, US Operational Testing Command, Fort Bliss, TX; Deputy Commander for the 3rd Brigade, Southern Division, 75th Training Command Active Component, Fort Sill, OK; Deputy Chief of Models and Simulation and as Field Artillery Expert Staff Officer for the Fires Battle Lab, Fires Capabilities Development and Integration Directorate, Fort Sill, OK; Chief of Knowledge Management for Operation Inherent Resolve (Kuwait-Iraq-Syria), Camp Arifjan, KU. Finally, LTC Delgado ended his career as Exercise Planner for the G5, 1st Cavalry Division. His deployments include Operation Desert Storm (1991), Operation Enduring Freedom (2013), and Operation Inherent Resolve (2020).
LTC Delgado’s professional military education includes the Field Artillery Basic Officer Leadership Course, the Field Artillery Officer Survey and Target Acquisition Course, the Supply Management Officer Course, the Transportation – Marine Terminal Officer Captain’s Career Course, the Combined Arms and Services Staff School, Command and General Staff College Officer Course, the Information Operations Qualification Course, and the Functional Area 57- Simulations Operations Officer Course.
LTC Delgado’s awards and decorations include the Defense Meritorious Service Medal, the Meritorious Service Medal (4 OLC), the Army Commendation Medal (3 OLC), the Army Achievement Medal (1 OLC), Joint Meritorious Unit Award (1), Valorous Unit Award, the Army Reserve Component Achievement Medal (3 OLC), National Defense Service Medal (1 Bronze Star), Southwest Asia Service Medal (3 Bronze Stars), Afghanistan Campaign Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Army Service Ribbon, Army Overseas Ribbon, Armed Forces Reserve Medal (2 Mobilizations, and Hour Glass), NATO International Security Assistance Force-Afghanistan, Saudi Arabian Kuwait Liberation Medal, Kuwait Liberation Medal Kuwait.
LTC Delgado is married to Sheila Delgado. They have two grown-up children, a son, and a daughter.
